This bill requires the Board of Governors of the Federal Reserve System to conduct a comprehensive review of the Federal Reserve's discount window lending programs. The review will examine the effectiveness of the discount window in providing liquidity to financial institutions, the technology infrastructure supporting it, cybersecurity measures, communications between Federal Reserve banks, oversight by the Board of Governors, and the interaction with other liquidity providers. After the review, the Board of Governors must develop a remediation plan to address any identified deficiencies or areas for improvement. The Board is required to report the findings of the review and the remediation plan to Congress, and provide annual updates on the progress of implementing the plan.
