This bill amends the Sean and David Goldman International Child Abduction Prevention and Return Act of 2014 to make several modifications: 1. It expands the definition of "abduction case" to include cases involving applications filed for rights of access or return by a parent. 2. It updates the definition of "appropriate congressional committees" to include various House and Senate committees that have jurisdiction over these matters. 3. It increases the age threshold from 16 to 18 years old for when an abducted child is considered to have reached the age of majority. 4. It requires a U.S. consular officer to annually attempt to contact and advise an abducted child who has reached 16 years of age about their rights, until the parent seeking assistance or the child (after 18) requests the officer to stop. 5. It authorizes $1 million per year in fiscal years 2025 and 2026 for the Secretary of State to study and publish a report on the grave harms of international parental child abduction.
