This bill requires each town, village, and city in New York to develop a "housing action plan for everyone" that includes consideration of local infrastructure needs, available land for new housing, opportunities to redevelop underutilized buildings, the particular needs of the community related to income levels and housing costs, and specific strategies to address those needs. The plans must be updated at least every five years and may include measures such as legalizing accessory dwelling units, authorizing transit-oriented development zones, and streamlining permit processes. The plans must also consider housing affordability at different income levels, as defined by the U.S. Department of Housing and Urban Development's area median income (AMI) calculations. The bill sets a 12-month deadline for enactment of the housing plans, with a possible 3-month extension if the plan is substantially complete.
