AN ACT to amend the general business law, in relation to liability for false information provided by a chatbot

AI Summary

This bill amends the general business law to impose liability on the proprietors (owners, operators, or deployers) of chatbots with more than 20 employees, if the chatbot provides materially misleading, incorrect, contradictory, or harmful information to a user that results in financial loss or other demonstrable harm. Proprietors cannot disclaim this liability by simply notifying users that they are interacting with a non-human chatbot. The bill also requires proprietors to ensure their chatbots accurately provide information aligned with their formal policies, product details, disclosures, and terms of service, and to provide clear and conspicuous notice to users that they are interacting with an artificial intelligence chatbot, not a human representative.
