This bill requires the Commissioner of Education to develop and adopt curriculum standards for instruction in financial and insurance literacy to be completed by students enrolled in secondary school. It mandates that each local board of education require all students in grades 9-12, as a condition of graduation, to complete at least a half-credit course in financial and insurance literacy that implements the minimum course standards established. The standards must include instruction in core competencies of money management, investment, and basic principles of personal insurance policies and retirement planning. The instruction can be provided in the context of existing coursework or as a separate unit of study, subject to state-appropriated funding.
