This bill provides for a program of capital investments to make improvements to the quality, consistency, efficiency, and delivery of state services and programs through information technology, telecommunications, and data security initiatives. It allocates $750 million for technology improvements, $200 million for security projects, $250 million for strategic initiatives and modernization, $25 million for artificial intelligence and machine learning systems, and $30 million for a broadband infrastructure grant program. Additionally, it establishes the Information Technology Federal Reimbursement Fund to receive and expend federal reimbursements for eligible health and human services technology projects. The bill authorizes the state treasurer to issue up to $1.055 billion in bonds to finance the investments in sections 2A and 2B, $175 million in bonds for section 2C, and $12.499 million in bonds for section 2D.
