This bill proposes to amend Article 7 of the New York State Constitution to require the Governor's annual budget proposal to the legislature to include statements of any new legislation, amendments to legislation, or limitations on the effect of any legislation contained in the budget. It also grants the legislature an equal role with the Governor in the budget process, allowing the legislature to modify or substitute items of appropriation, including any new legislation, amendments, or limitations. Additionally, the bill requires any new legislation, amendments, or limitations included in a supplemental appropriation bill to be separately stated to enable the legislature and Governor to act on them.
