This bill, the Enabling New Agile Buying-power and Leveraging Enhancements in Intelligence Community Acquisitions Act 2024 (the ENABLE IC Acquisitions Act of 2024), aims to enhance intelligence community acquisitions in several ways. It establishes the Intelligence Community Technology Bridge Fund to assist in transitioning products or services from the research and development phase to the contracting and production phase, prioritizing support for small businesses and nontraditional defense contractors. The bill also expands the focus areas for public-private talent exchanges between the intelligence community and the private sector, extends the duration of such exchanges, and grants the Director of National Intelligence the authority to hire private-sector employees detailed to the intelligence community. Additionally, the bill allows the Director of National Intelligence or the head of an intelligence community element to use non-competitive procedures to acquire a property, product, or service from a company that completed a work program with In-Q-Tel, the intelligence community's venture capital arm, if the acquisition is deemed to meet an identified need.
