This bill, the Secure Smartports Act of 2024, requires the Director of the National Counterintelligence and Security Center to develop a strategy and conduct outreach to U.S. industry, including shipping companies, port operators, and logistics firms, on the risks of "smartport" technology from the People's Republic of China (PRC) and other related risks posed by PRC entities like LOGINK, COSCO, CCCC, CMG, and ZPMC. This is to address potential threats to U.S. national security, supply chains, and commercial activity, including delays, interruption, and lockout of access to systems and technologies that enable the free flow of commerce. The Director must coordinate this effort with the U.S. Coast Guard, FBI, Office of Naval Intelligence, and other relevant federal agencies, and ensure consistency with existing executive orders and statutory authorities.
