This bill, the Deliver for Democracy Act, aims to require the United States Postal Service (USPS) to achieve a 95% on-time delivery performance for periodicals or a 2 percentage point increase in on-time delivery performance compared to the previous fiscal year in order to receive additional rate authority from the Postal Regulatory Commission. The bill also requires the Postmaster General to submit an annual report on the USPS's progress in including on-time performance data for in-county and out-of-county newspaper mail in its periodical service performance measurements. Additionally, the bill directs the Government Accountability Office (GAO) to conduct a study on alternative pricing schemes and other options to improve the financial position of periodicals and other products that do not cover their costs.
