This bill aims to expand the authority of the Federal Motor Carrier Safety Administration (FMCSA) to assess penalties for violations of laws and regulations relating to the shipping of household goods. It allows the Secretary of Transportation to assess civil penalties for such violations, in addition to the existing authority of the Surface Transportation Board. The bill also allows states to use grant funds to enforce federal household goods statutes and regulations, and requires motor carriers, freight forwarders, and brokers to designate a principal place of business when registering with the FMCSA. Additionally, the bill allows states to retain any fines or penalties imposed on carriers or brokers in proceedings related to the transportation of household goods.
