This bill, the Designing Accounting Safeguards to Help Broaden Oversight And Regulations on Data Act of 2024 (or the DASHBOARD Act of 2024), requires commercial data operators that generate material revenue from user data and have over 100 million monthly users in the U.S. to disclose the aggregate value of the user data they hold and contracts related to user data collection. The bill directs the Securities and Exchange Commission (SEC) to develop methods for calculating the value of user data and requires commercial data operators to provide quantitative and qualitative disclosures about the data they hold, including technical and legal measures to protect it, financial and legal risks, data sources, and revenue derived from user data. The SEC must also submit a report on the disclosure practices, valuation methodologies, and delivery methods of commercial data operators and propose regulations to improve the disclosure requirements.
