AI Summary

This bill amends the Public School Code of 1949 to make several changes related to charter schools and cyber charter schools in Pennsylvania. The key provisions include: - Regulating advertising and sponsorships by public school entities, including requiring cyber charter schools to use a Statewide Cyber Charter School Tuition Rate for funding rather than the standard charter school funding formula. - Establishing requirements for cyber charter schools, such as accountability measures, board composition and conflict of interest rules, and restrictions on educational management service providers. - Modifying the application, renewal, and amendment processes for cyber charter schools, as well as the grounds and procedures for nonrenewal or revocation of cyber charter school charters. - Requiring school districts to provide cyber charter schools with access to their facilities for standardized testing. - Changing the basic education funding formula to include an adequacy supplement and tax equity supplement for school districts, and requiring school districts to use those funds for specific purposes. The bill aims to increase oversight and accountability for cyber charter schools while also providing additional funding support for school districts.
