This bill establishes the "New Jersey Design Professional Self-Certification Act," which requires the Department of Community Affairs (DCA) to create a program allowing qualified design professionals - architects and professional engineers licensed in New Jersey - to self-certify that their construction permit applications and plans comply with the State Uniform Construction Code. The self-certification program applies to certain project types and sizes, like renovations and alterations to small commercial and residential buildings. The DCA must establish requirements for design professionals to qualify for the program, including insurance coverage. The bill also allows the DCA to audit qualified design professionals, and gives the Commissioner authority to exclude, suspend, or sanction those who submit false or non-compliant materials. The DCA must study potential expansion of the self-certification program and report to the Legislature within three years.
