This bill amends existing legislation to expand the capabilities of educational research and services corporations, which are nonprofit organizations formed by public and independent higher education institutions. Specifically, the legislation enables these corporations to coordinate procurement for public research universities, state colleges, county colleges, municipalities, fire districts, counties, local authorities, school districts, and nonprofit independent institutions of higher education. The bill maintains that these corporations must still comply with all applicable State and local procurement laws, ensuring transparency and fairness in the procurement process. The expanded procurement authority aims to help educational institutions and local government entities more efficiently acquire needed goods, services, and public works by leveraging collaborative purchasing power and reducing individual procurement administrative burdens. The amendment takes effect immediately upon enactment.
