This bill establishes the "Home Security Systems Anti-Burglary Task Force" in the Department of Law and Public Safety. Under the bill, the purpose of the task force is to study and make recommendations for manufacturers and installers concerning home security systems, including but not limited to keyless entry, camera, and alarm systems, meant to prevent residential burglaries. The bill provides that the task force will consist of 16 members as follows:· the chairperson of the Fire Alarm, Burglar Alarm and Locksmith Advisory Committee of the Board of Examiners of Electrical Contractors, who shall serve as the chair of the task force;· the Attorney General and the Superintendent of State Police, serving ex officio, or their designees;· one representative of each of the following organizations selected by that organization: the New Jersey Electronic Life Safety Association; the Electronic Security Association; the Monitoring Association; the Security Industry Association; the Insurance Council of New Jersey; the New Jersey Insurance Underwriting Association; the New Jersey Property-Liability Insurance Guaranty Association; the New Jersey Association of Chiefs of Police; and the County Prosecutors Association of New Jersey; and· four public members, appointed by the Governor, with experience in the locksmithing and alarm business, including at least one licensed locksmith and one licensed burglar alarm installer. The bill requires the task force to submit a written report to the Governor and the Legislature detailing the task force's recommendations concerning improvements in home security and anti-burglary measures through security system design features and product availability. The report will also include any recommendations for legislative or regulatory action that are necessary to effectuate the improvements.
