This bill updates provisions of the code covering the Delaware Institute of Medical Education and Research (DIMER), which creates partnerships with out-of-state medical schools as an alternative to creating a state-sponsored medical school. Specifically, this bill: 1. Continues the DIMER program, which allows Delaware residents to attend the Sidney Kimmel Medical College of Thomas Jefferson University (SKMC) and the Philadelphia College of Osteopathic Medicine (PCOM) as an alternative to a state-sponsored medical school. The bill requires SKMC to admit a minimum of 20 Delaware residents and PCOM to admit a minimum of 10 Delaware residents annually. 2. Expands the DIMER Board to 19 members, representing various healthcare and educational stakeholders, and establishes new procedures for selecting the Board Chair and Vice Chair. 3. Assigns additional duties to the DIMER Board, including developing recruitment programs to encourage medical school applications from minorities and residents of rural areas, maintaining statewide marketing efforts to promote DIMER, and advising on scholarships and loan repayment programs to attract healthcare professionals to the state. 4. Assigns the administration of DIMER to the Delaware Health Care Commission, enhancing its ability to accomplish DIMER's goals and ensure its future functions are focused on promoting medical education and meeting the state's healthcare needs.
