The plan must be implemented by a certified school counselor or counseling team, utilize recognized counseling frameworks, and include components such as a foundation, management, delivery, and accountability. The bill also requires school counselors to spend a majority (at least 80%) of their time providing direct and indirect services to students, such as academic advisement, career planning, and social-emotional support. The Department of Education is tasked with monitoring implementation and providing support to school entities to ensure compliance with the new requirements.
