Bill Summary

This bill requires the State Parole Board to issue an annual report to the Governor and the Legislature that contains a summary of the disposition of its cases. Pursuant to this bill, the first report is to provide a summary of dispositions for the 10 immediately preceding years, excluding any years during which the board's operations are deemed by the chairman to have been substantially impaired by the COVID-19 pandemic. After the board's first submission of the report, the board is to subsequently submit the report on an annual basis. This bill also requires that each report submitted by the board include disposition statistics, racial and ethnic demographic information for parolees or inmates who have been denied parole, and recommendations for improvement to the board's case management and services. The board is to annually notify the public upon submission of the report to the Governor and the Legislature, and include a link to the report on the board's Internet website in the notification.
