This bill makes several changes to Arizona's criminal justice system: 1. It amends provisions related to the disposition of unclaimed lottery prize money, directing a portion of this money to the Court Appointed Special Advocate and Vulnerable Persons Fund, the Tribal College Dual Enrollment Program Fund, and the Internet Crimes Against Children Enforcement Fund. 2. It expands the use of the Court Appointed Special Advocate and Vulnerable Persons Fund to include court functions benefiting vulnerable persons, not just the Court Appointed Special Advocate program. 3. It modifies requirements for the Juvenile Probation Fund, including allowing for the use of funds for court functions benefiting vulnerable persons. 4. It makes changes to the Anti-Racketeering Revolving Fund, including prohibiting the Attorney General from using monies from the fund to pay salaries for full-time equivalent positions in the Attorney General's office starting in August 2025. 5. It requires the Department of Public Safety to prioritize applications for concealed weapons permits from in-state residents and to report annually on the number of permits issued, outstanding applications, and turnaround times. 6. It allows the Department of Public Safety's Fingerprint Clearance Card Fund to be used for the department's real property expenses. The bill also makes technical and conforming changes to various other provisions of Arizona's criminal justice laws.
