This bill, the Newborns Essentials Support Toolkit Act or the NEST Act, directs the Secretary of Health and Human Services to establish a pilot program that provides grants or cooperative agreements to eligible entities, such as community-based organizations, hospitals, or other organizations serving mothers and infants, to distribute newborn supply kits to mothers of newborn infants. The kits are to include essential goods like diapers, wipes, postpartum care items, and other items necessary to support infant and postpartum health. The program aims to prioritize geographic areas with the greatest need, such as maternal care deserts, rural communities, and communities with high maternal mortality rates, as well as lower-income families. The bill requires progress and final reports to Congress on the pilot program's outcomes and the Secretary's recommendation on whether to extend or expand the program. It authorizes $5 million in funding for each of fiscal years 2025 through 2029 to carry out the program.
