AI Summary

This bill amends sections of the Michigan Social Welfare Act, which governs the state's family independence program (FIP) assistance. The key provisions are: 1. Requires each family receiving FIP assistance to develop a self-sufficiency plan outlining the responsibilities of the family and the focus on achieving self-sufficiency, including participation in employment, training, or other activities. 2. Establishes a schedule of penalties for non-compliance with the self-sufficiency plan, including temporary and permanent ineligibility for FIP assistance. 3. Specifies that months where a recipient is exempt from the PATH program (an employment and training program) do not count towards the 60-month lifetime limit for receiving FIP assistance. 4. Extends the lifetime limit for receiving FIP assistance from 48 months to 60 months. The bill aims to modify the family independence program by strengthening the self-sufficiency requirements and providing more flexibility in the lifetime limit, while also establishing penalties for non-compliance to encourage recipient participation in employment and training activities.
