This bill, the State-Managed Disaster Relief Act, establishes alternate procedures for lump sum payments for certain covered small disasters. The key provisions are: 1. The governor of a state or the governing body of an Indian tribal government can request a lump sum payment of the estimated damages for a "covered small disaster" (defined as a major disaster or emergency with estimated damage eligible under the Public Assistance Program of less than or equal to 125% of the state's per capita indicator) in lieu of the standard Public Assistance Program. 2. The lump sum payment will be 80% of the total estimated cost of assistance under the Public Assistance Program. 3. The state or tribal government receiving the lump sum payment cannot also receive assistance under the Public Assistance Program for that covered small disaster. 4. The lump sum payment cannot be increased or decreased based on actual costs, except in cases of unforeseen circumstances. 5. States and tribal governments must indicate their interest in participating in this small disaster authority annually and at the time of submitting a request for a major disaster declaration. 6. The state or tribal government must have an approved administrative plan in place to be eligible for this lump sum payment option.
