This bill: 1) Amends sections of the Revised Code to provide authorization and conditions for the operation of certain state programs. 2) Makes capital appropriations and reappropriations for the biennium ending June 30, 2026 to fund various infrastructure and construction projects across the state, including for higher education institutions, state agencies, community facilities, and local parks and recreation. 3) Makes other appropriations and declares an emergency to ensure funding continuity for ongoing and planned capital projects and enable urgent strategic investments in local communities. The bill covers a wide range of capital improvements and facility upgrades for state agencies, higher education, public infrastructure, parks and recreation, and community-based projects. It authorizes the issuance of bonds to finance these projects and sets forth guidelines and requirements for the use of the appropriated funds.
