This bill amends Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to: 1. Require the Department of Transportation to reissue certain specialized registration plates (e.g., veteran and military service-related plates) at no cost to the registrant when the plate becomes illegible. 2. Expand the permitted uses of farm vehicle registration plates to include travel between a farm and the registrant's place of residence. 3. Create a new "Pennsylvania Sportsman" registration plate, with a portion of the fee going to the Youth Hunting and Fishing Restricted Account to fund youth education programs. 4. Modify the fees and requirements for various special registration plates related to veterans and military service. 5. Establish a new "Operation Inherent Resolve" veterans registration plate. 6. Create a new special registration plate for recipients of the Borinqueneers Congressional Gold Medal. 7. Expand the exemptions from vehicle registration fees for certain individuals, such as recipients of the Congressional Medal of Honor or Purple Heart. The bill sets different effective dates for the various provisions, ranging from 60 days to 5 months after enactment.
