This bill amends the Michigan Liquor Control Code of 1998 to modify the provisions related to server training programs and responsible vendor designations. The key changes include: 1. Expanding the server training program requirements to apply to all new on-premises licensees or transferees of more than 50% interest in an on-premises license, as well as existing licensees determined by the Commission to be in need of training. 2. Establishing a program for the Commission to designate certain retail licensees as "responsible vendors" if they make server training programs available to their employees and meet other criteria. 3. Updating the curriculum requirements for the approved server training programs, which cover topics like identifying intoxication, handling service intervention, and recognizing prohibited activities like commercial sexual activity. 4. Requiring on-premises licensees to have supervisory personnel who have completed the server training program present on each shift when alcohol is served. 5. Allowing the Commission to suspend a responsible vendor designation upon a conviction or administrative determination of a prohibited sale on the licensed premises, with a process for the licensee to reapply after a waiting period. The bill takes effect 90 days after being enacted, and is tie-barred with another bill (HB 5841) that must also become law for this bill to take effect.
