This concurrent resolution proposes to amend the New Jersey State Constitution to expand sports wagering regulations by removing existing restrictions on betting on collegiate sporting events. Currently, the state constitution prohibits wagering on college sporting events that take place within New Jersey or involve a New Jersey college team, regardless of the event's location. The proposed amendment would allow the state Legislature to authorize sports betting on all college sports and athletic events through casinos in Atlantic City and at current or former horse racetracks, effectively eliminating the geographic and team participation limitations that previously existed. The proposed constitutional amendment would be submitted to voters at the next general election, more than three months after its final legislative agreement, with a ballot question that clearly explains the proposed changes to sports wagering regulations. If approved by a majority of voters, this amendment would grant the Legislature broader authority to regulate and permit sports betting on collegiate sporting events across the state.
