This bill amends Massachusetts law to prohibit the manufacture, modification, sale, transfer, possession, or operation of robotic devices equipped or mounted with weapons, unless certain exceptions apply. It also prohibits the use of robotic devices to threaten, harass, or physically restrain others, with some exceptions for law enforcement. The bill requires law enforcement agencies to obtain a warrant or judicial authorization before deploying a robotic device onto private property or for surveillance and location tracking. It also requires law enforcement to document and report on the use of robotic devices. The secretary of public safety and the attorney general are tasked with promulgating rules and regulations to carry out the provisions of this bill.
