This bill, the "No Bias in the Baseline Act," aims to clarify that the budget baseline, which serves as a benchmark for future spending, should be based on current laws and the assumption of continuation of current levels of discretionary appropriations. The bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to specify that the baseline refers to a projection of current-year levels of new budget authority, outlays, revenues, and the surplus or deficit into the budget year and the outyears, based on laws enacted through the applicable date. The bill also removes provisions for adjusting the baseline for inflation or other factors, and makes conforming amendments to the Congressional Budget Act of 1974 and the Social Security Act.
