This bill makes appropriations for the Department of the Interior, Environment, and Related Agencies for the fiscal year ending September 30, 2025. * **Department of the Interior:** * **Bureau of Indian Affairs and Bureau of Indian Education:** Funds are available for Indian trust management and reform activities. Tribal Priority Allocation funds can be redistributed to address inequities, with no tribe receiving more than a 10% reduction in fiscal year 2025, unless there are specific circumstances like dual enrollment or overlapping service areas. * **Wild Horse and Burro Holding Facilities:** The Secretary of the Interior may enter into multiyear cooperative agreements and contracts, not exceeding 10 years, for the long-term care and maintenance of excess wild horses and burros on private land. * **Outer Continental Shelf Inspection Fees:** Fees will be collected for facilities subject to inspection, with varying rates for facilities with no wells, 1-10 wells, or more than 10 wells, as well as for drilling rigs based on water depth. * **Sage-Grouse:** Funds are prohibited from being used to issue rules or implement policies regarding the greater sage-grouse. * **Sage-Grouse Habitat:** Funds are prohibited from being used to finalize, implement, administer, or enforce the draft Resource Management Plan Amendment or Environmental Impact Statement for Greater Sage-Grouse Rangewide Planning. * **National Park Service:** Up to 7% of State Conservation Grants can be retained for administrative costs. * **Historic Preservation Fund:** Funds available for obligation through fiscal year 2019 are extended to remain available through fiscal year 2026. * **Lava Ridge Wind Project:** The final environmental impact statement for this project will have no force or effect. * **Lead Ammunition and Tackle:** Funds cannot be used to prohibit lead ammunition or tackle on Federal land or water unless specific conditions related to wildlife population decline and state consistency are met. * **Ecogrief:** Funds are prohibited from being used for programs or counseling sessions related to ecological grief. * **Lesser Prairie-Chicken, Northern Long-Eared Bat, Dunes Sagebrush Lizard, Gray Wolf, Wolverine, North Cascades Ecosystem Grizzly Bear, Bitterroot Ecosystem Grizzly Bear:** Funds are prohibited from being used to implement, administer, or enforce final rules or proposed rules related to the listing or management of these species. * **Fish Legally Held in Captivity:** Funds are prohibited from being used to implement rules regarding fish legally held in captivity that would separate them from wild populations. * **Charles M. Russell National Wildlife Refuge:** Funds are prohibited from being used to facilitate or allow the introduction of American bison. * **Endangered Species Act Rules:** Funds are prohibited from being used to implement specific final rules related to endangered and threatened wildlife and plants, including those concerning interagency cooperation. * **Transparency:** The Secretary of the Interior must reissue and implement Order No. 3368 and funds are prohibited from being used to rescind it or implement similar orders. * **BLM Rule:** Funds are prohibited from being used to implement the final rule titled "Conservation and Landscape Health" published by the Bureau of Land Management. * **Grand Staircase-Escalante National Monument:** Management of this monument must comply with the February 2020 Record of Decision and Approved Resource Management Plans. * **Cottonwood:** The Secretary of the Interior must issue a final rule regarding interagency cooperation. * **National Park Service Housing:** Funds cannot be used to provide housing to aliens without lawful immigration status. * **Big Cypress National Preserve:** An environmental impact statement is required before approving operations permits for non-federal oil or gas operations. * **Caldwell Canyon Mine:** The Secretary of the Interior must issue a new Record of Decision for this project by December 31, 2024. * **Outer Continental Shelf Leasing:** The bill mandates a minimum of two region-wide oil and gas lease sales annually in the Gulf of Mexico and Alaska regions. from being used to designate the Permian Basin as nonattainment for ozone. * **Boundary Waters Canoe Area Wilderness:** Funds are prohibited from being used to expand this wilderness area or designate it as a national monument. * **Environmental Justice Activities:** Funds are prohibited from being used for these activities. * **Executive Order 14019:** Funds are prohibited from being used to
