This bill establishes an Office of Environmental Justice and Equity within the Executive Office of Energy and Environmental Affairs, requires the development of a statewide methodology for siting clean energy infrastructure, creates a Division of Public Participation within the Department of Public Utilities, and authorizes the Energy Facilities Siting Board to issue consolidated permits for large and small clean energy infrastructure facilities. It also directs the Department of Public Utilities to establish standards for advanced metering infrastructure and distributed generation interconnection, and authorizes long-term contracts for clean energy generation and energy storage. Additionally, the bill provides funding for an Intervenor Support Grant Program to assist parties in proceedings before the Department of Public Utilities and Energy Facilities Siting Board.
