This bill, the Save our Safety-Net Hospitals Act of 2024, aims to modify certain limitations on disproportionate share hospital (DSH) payment adjustments under the Medicaid program. Specifically, it would remove the exclusion of certain hospitals from the DSH payment adjustment calculation, include payments made under Medicare or other applicable plans in the calculation, and expand the definition of individuals eligible for such payments to include those for whom Medicaid is the secondary payer after Medicare or other plans. The amendments made by this bill would apply to payment adjustments made starting in fiscal year 2022, and would not require recoupment of prior payments made under the previous methodology.
