This bill requires incumbent electric utilities that are members of or have established a regional transmission entity (RTE) to submit an annual report by February 1st each year. The report must include all recorded votes cast by the utility and its affiliates during the previous calendar year at RTE meetings, including committees, user groups, and task forces. A "recorded vote" is defined as any tabulated vote, whether final or non-final, and an "affiliate" is defined according to existing law. For each vote, the utility must provide a brief explanation of how the vote is in the public interest. This reporting requirement aims to increase transparency about how electric utilities participate in and influence regional transmission entities, which are responsible for managing and controlling transmission systems. The bill adds a new section (§56-579.1) to the Virginia Code to establish these reporting requirements, ensuring that utilities provide detailed information about their voting activities in these important energy infrastructure organizations.
