This joint resolution establishes a joint committee composed of members from the House Committee on Appropriations and the Senate Committee on Finance and Appropriations to study fair school funding reform in Virginia. The committee will create a work group of 20 members representing various educational stakeholders, including legislators, school administrators, teachers, parents, and education associations. The work group's primary tasks include commissioning an independent adequacy cost study of K-12 public schools by August 30, 2024, consulting national experts on education finance, and developing short-range and long-range implementation plans for school funding reforms based on recommendations from a July 2023 Joint Legislative Audit and Review Commission (JLARC) report. The study will focus on developing a student-based funding formula that considers different student needs, such as base funding levels and additional weights for students with special needs, from low-income families, who are English language learners, and those in high-poverty areas. The joint committee is required to submit initial recommendations by November 1, 2024, and a final report by October 1, 2025, with the goal of creating a more equitable and comprehensive public school funding system in Virginia.
