AI Summary
This bill requires the Virginia Department of Education to create a comprehensive model policy prohibiting students from possessing or using personal cell phones and handheld communication devices during instructional time in public elementary and secondary schools. The policy aims to balance students' academic achievement, cognitive development, safety, and overall well-being, while also allowing for exceptions in extraordinary circumstances such as emergencies or when students need to contact their parents. Each local school board will be required to develop and adopt a policy that aligns with the state's model policy, effectively establishing a standardized approach to managing student cell phone use during school hours across the state. By implementing this policy, the legislation seeks to minimize distractions in the classroom and create a more focused learning environment for students.
