Bill Summary
Expeditious resolution of complaints relating to certain student transportation safety issues. Requires each locality and the Department of Transportation, as applicable, to expeditiously respond to and assist in the resolution of, to the maximum extent practicable, any complaint received by or on behalf of any public elementary or secondary school student relating to such student's safety on the streets, roads, sidewalks, and crosswalks surrounding school property as such student arrives to or departs from school and permits, for the purposes of complying with such requirement, any school board to enter into a memorandum of understanding with the locality or the Department, as applicable, for the establishment of a protocol or the designation of an ombudsman for the resolution of such complaints.
AI Summary
This bill creates a new section in the Virginia Code that requires local governments and the Department of Transportation (VDOT) to quickly and thoroughly address safety complaints from public school students or their representatives regarding transportation safety in areas surrounding schools. Specifically, the bill mandates that these entities respond promptly and help resolve, to the greatest extent possible, any concerns about student safety on streets, roads, sidewalks, and crosswalks during students' trips to and from school. To facilitate this process, school boards are permitted to establish formal agreements (memorandums of understanding) with local governments or VDOT that either create a specific protocol for handling such complaints or designate an ombudsman (a designated official) to help resolve these safety issues. The goal of this legislation is to ensure that student transportation safety concerns are taken seriously and addressed expeditiously, providing a clear mechanism for students and parents to raise and resolve potential safety problems in school transportation zones.
