This bill amends Pennsylvania's vehicle code to establish a program that allows individuals with a driver's license or identification card to add emergency contacts and certain medical conditions, such as deafness, hearing impairment, autism spectrum disorder, and communication impediments, to their records maintained by the Department of Transportation. The program is voluntary, and individuals can opt in or out during license or identification card renewal or vehicle registration. The Department is required to maintain a public website for individuals to participate in the program and inform law enforcement of its existence. The bill prohibits the Department from charging a fee for participation and exempts the information provided for the program from public disclosure under the Right-to-Know Law.
