This bill amends Section 173 of Title 23 of the United States Code to make certain counties eligible for funding under the rural surface transportation grant program. The bill defines a "covered county" as a county with at least $1 billion in annual gross agricultural production and $500,000 per square mile in agricultural production, adjusted for inflation. The bill also defines a "farm-to-market road" as a road located within a covered county. The bill requires the Secretary of Transportation to reserve 10% of the program's funds to provide grants for eligible projects on farm-to-market roads, and directs the Secretary of Transportation, in consultation with the Secretary of Agriculture, to create and annually update a list of covered counties.
