Bill Summary

This bill establishes a minimum student to employee ratio for calculating State support for employee fringe benefit costs at four-year public institutions of higher education. The bill directs the Director of the Division of Budget and Accounting in the Department of the Treasury, when determining a four-year public institution of higher education's number of State-funded full-time employee positions for which the State pays fringe benefit costs, to ensure that the number of State-funded full-time positions does not exceed a ratio of nine full-time equivalent enrolled students for every one full-time employee position. The bill further provides that nothing in the bill's provisions is to be construed to prohibit the director from using, for any one four-year public institution of higher education, a ratio of full-time employee positions to full-time equivalent enrolled students that is less than nine-to-one when determining the number of State-funded full-time employee positions. The number of State-funded full-time employee positions at any one four-year public institution of higher education is not to exceed the number of employees at the institution.

AI Summary

This bill establishes a minimum student-to-employee ratio of 9-to-1 for calculating State support for employee fringe benefit costs at four-year public institutions of higher education. The Director of the Division of Budget and Accounting must ensure that the number of State-funded full-time employee positions does not exceed this ratio, but the director can use a lower ratio if desired. The total number of State-funded full-time employee positions at any institution cannot exceed the total number of employees at that institution. The bill takes effect immediately and first applies to the first full academic year after enactment.
