This bill revises the registered apprenticeship program requisites of public works contractors. Specifically, the bill creates an opt-out for contractors from the apprenticeship requirements under "The Public Works Contractor Registration Act" in exchange for the payment of an annual fee. The bill provides that the classroom, on-the-job hours, and years of apprenticeship required to meet the industry standards for apprenticeship program completion shall be equal to or greater than that of the apprenticeship standards of the building and construction trade union that is specific to each craft. The apprenticeship standards will be detailed in the wage determinations for each craft. The bill removes requirements in current law that provide that apprentices shall receive, for each year of the program, at least 2,000 hours of on-the-job training and at least 144 hours of related classroom instruction. Finally, the bill repeals the provision of "The Public Works Contractor Registration Act" that exempts subcontractors of contractors from being required to register under that law if they do not perform work at any construction site subject to that law.
