This bill establishes a "Silver Alert" system, which is a notification system designed to issue and coordinate alerts for individuals aged 65 or older who are reported missing. If a law enforcement agency determines that a missing person meets specific criteria, including being 65 or older, having exhausted local resources, going missing under unexplained or suspicious circumstances, being in danger due to age, health, or other factors, and having information that could aid in their safe recovery, the agency can request the California Highway Patrol (CHP) to activate a Silver Alert. The CHP will then issue alerts through various means, such as be-on-the-lookout messages or electronic flyers, and encourages radio, television, and cable/satellite systems to cooperate in disseminating this information. This provision is set to remain in effect until January 1, 2016, unless extended by future legislation.
