This bill requires licensed health care professionals, including physicians, physician assistants, certified advanced practice nurses, certified nurse midwives, certified professional midwives, and certified midwives who provide prenatal care, to assess pregnant persons for potential lead exposure risk factors. Based on guidelines from the Centers for Disease Control and Prevention and the American College of Obstetricians and Gynecologists, these professionals must perform lead screening twice during pregnancy (in the first and third trimesters) if risk factors are identified. If a health care professional cannot perform the screening, they may refer the patient to another qualified professional. If laboratory test results indicate an elevated blood lead level, the health care professional must notify the patient in writing, explain the significance of lead poisoning, and ensure that children or household members under six are screened for lead exposure. The bill also mandates that laboratories report test results to the Department of Health, local health departments, and the submitting health care professional within five business days. All screening records will be included in a confidential central database, with the option to produce statistical reports that do not include personal identifying information. The bill aims to protect pregnant persons and their families from potential lead exposure and its associated health risks.
