This bill, the Healthy Equipping And Lending Technical Help Panel Act or the HEALTH Panel Act, amends the Congressional Budget and Impoundment Control Act of 1974 to codify the Panel of Health Advisors within the Congressional Budget Office. The bill establishes the Panel of Health Advisors, which will provide technical and functional expertise and recommendations to the Congressional Budget Office to improve its studies, analysis, and cost estimates related to health and healthcare issues and policies. The Panel will have 15 members appointed by the chairs and ranking minority members of the House and Senate Budget Committees, as well as the Director of the Congressional Budget Office. The members will have expertise in various healthcare-related fields, and will serve staggered three-year terms. The bill also requires the Panel to meet at least annually and issue an annual report on its work and recommendations.
