Multi-year procurements using advance procurement funding are also restricted unless specifically appropriated later. * **Specific Program Apportionments and Adjustments:** * **Farm Service Agency:** Funds for the Agricultural Credit Insurance Fund Program Account can be apportioned to accommodate approved applications for direct and guaranteed farm ownership and operating loans. * **Rural Housing Service:** Funds for the Rural Community Facilities Program Account can be apportioned to maintain authorized activities. * **Food and Nutrition Service (WIC and Commodity Assistance):** Funds for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the Commodity Assistance Program can be apportioned to maintain participation and current program caseload, respectively. * **Corps of Engineers—Civil:** Up to $37,600,000 (adjusted for inflation) is available for compensation for reserving and operating flood storage at Hugh Keenleyside Dam to minimize flood risk in the Columbia River Basin. * **District of Columbia:** An additional $47,000,000 is provided for Federal Payment for Emergency Planning and Security Costs related to the Presidential Inauguration in January 2025. * **General Services Administration (Presidential Transition):** $25,000,000 is appropriated for Presidential Transition Administrative Support, and $19,424,177 is appropriated for Presidential Transition expenses, both remaining available until September 30, 2025. * **National Archives and Records Administration:** $23,000,000 is appropriated for transition responsibilities of the Archivist of the United States under the Presidential Records Act of 1978. * **Department of Homeland Security (Secret Service):** An additional $231,000,000 is provided for Secret Service Operations and Support, remaining available until September 30, 2025, for protective operations, including those related to the 2024 Presidential Campaign and National Special Security Events. * **Department of Health and Human Services (Indian Health Service):** Additional amounts are provided for staffing and operating newly opened, renovated, or expanded facilities. * **Department of Labor (Bureau of Labor Statistics):** An additional amount is provided for the Current Population Survey. * **National Park Service:** An additional $5,000,000 is provided for security and visitor safety activities related to the Presidential Inaugural Ceremonies. * **Extensions of Programs and Authorities:** Division B and subsequent titles extend various programs and authorities, often through December 20, 2024, or September 30, 2025. These include: * Homeland Security Act provisions related to unmanned aircraft protection and joint task forces. * Federal Cybersecurity Enhancement Act authorization. * Chesapeake and Ohio Canal National Historical Park Commission. * EBT benefit fraud prevention measures. * Forest Service participation in ACES program and Good Neighbor Authority. * Food for Peace Act authorities. * Overseas pay comparability for the Foreign Service. * Provisions related to the Compact of Free Association with Palau. * USAID civil service and Inspector General annuitant waivers. * Hong Kong Human Rights and Democracy Act. * Transfers of air traffic systems. * Programs relating to autism, rare pediatric diseases, and No Surprises Act implementation. * Medicaid funding for the Northern Mariana Islands. * Medicare clinical laboratory test payment changes and the Medicare Improvement Fund. * Various Department of Veterans Affairs health care, memorial affairs, and homelessness programs, including authorities for copayments, nursing home care, rural access networks, complementary health programs, medical facility demonstration funds, memorial headstones, burial in national cemeteries, specially adapted housing, and grants for homeless veterans. * Authority to transport individuals to and from VA facilities, testimonial subpoena authority for the VA Inspector General, and maintenance of the VA regional office in the Philippines. * Modification of certain housing loan fees and extension of authority for transfer of real property. * **Expiration:** Unless otherwise specified, appropriations and authority granted under this Act are available until the earliest of: the enactment of a regular appropriations Act for the affected project or activity, the enactment of a regular appropriations Act for fiscal year 2025 that does not include provision for the project or activity, or December 20, 2024.
