This bill, the Hemp Economic Mobilization Plan Act of 2024 or the HEMP Act of 2024, amends the Agricultural Marketing Act of 1946 to modify the definition of hemp by increasing the allowable delta-9 tetrahydrocannabinol (THC) concentration from 0.3% to 1%. The bill also requires that any person transporting hemp must keep either a copy of a valid license or authorization from the state or tribal government, or a certificate from a laboratory demonstrating the hemp contains no more than 1% delta-9 THC. The Secretary of Agriculture is required to revise the relevant regulations within 90 days to conform with these changes.
