This bill requires the Commissioner of Education to develop comprehensive guidelines for student use of internet-enabled devices (defined as smartphones, tablets, smartwatches, or other internet-connected devices) in New Jersey public schools. The guidelines, to be issued within 90 days, must provide age-appropriate restrictions on device usage during school hours, prohibit non-academic use during classroom instruction, and establish specific circumstances where device use is permitted, such as emergencies, health-related needs, translation services, or caregiver responsibilities. Each school board must adopt a policy consistent with these guidelines, which will address device storage options, network-based social media restrictions, and communication protocols. The guidelines aim to promote student learning and well-being, and were developed through consultation with education stakeholders. The bill allows individual school districts to implement more stringent policies if desired and ensures flexibility for principals to make reasonable accommodations for educational purposes. The guidelines must also comply with existing educational and disability laws, including accommodations for students with Individualized Education Programs (IEPs) or health plans. The new regulations will take effect in the first full school year following enactment.
