This bill establishes a pilot program to provide grants to organizations that will purchase and manage public shower and laundry facilities in the District of Columbia. The Department of Public Works (DPW) will solicit proposals, provide grants, and enter into Memorandums of Understanding with selected organizations to ensure the facilities are accessible, well-stocked, and staffed appropriately. The program aims to have facilities in each quadrant of the city and east of the Anacostia River to meet the needs of unhoused residents. The DPW will collect and report data on the program's usage, incidents, and user experience to inform potential future expansion.
