This bill would authorize the town of Conway to establish a special fund for the deposit of proceeds from the annual Festival of the Hills, as well as any state, federal, or local grants and appropriations for the event. The fund's interest earnings would be treated as general revenue for the town, and any remaining balance would carry over to the next fiscal year. The Festival of the Hills committee would have discretion to use the fund's proceeds to pay for the event's expenses and, if any net balance remains, to provide scholarship grants to graduating high school seniors in Conway to further their education or training, with the exception that locally appropriated funds cannot be used for scholarships. The bill would take effect upon passage.
