This bill authorizes the Pennsylvania Department of Transportation (the "Department") to enter into interstate agreements for research, testing, deployment, training, and education related to unmanned aircraft systems (UAS). The Department can negotiate agreements with regulatory agencies or educational/research institutions recognized by the Federal Aviation Administration. The agreements must be approved by the Governor before taking effect. The Department can also enter into agreements with specific entities, such as educational institutions or municipalities in certain classes of counties, to administer UAS-related activities under the interstate agreements. The bill also provides the Department with temporary rulemaking authority to facilitate the prompt implementation of the new UAS program.
