This bill would prohibit federal agencies from considering the social cost of carbon, methane, nitrous oxide, or any other greenhouse gas in any rulemaking, guidance, or other agency action, unless such costs are calculated in compliance with guidance from the Office of Management and Budget. The bill also requires federal agencies to report to Congress on the number of proposed and final actions since 2009 that have used the social cost of these greenhouse gases, including as part of any cost-benefit analysis required under existing executive orders.
